Born to a family of modest means in Vigan, Ilocos Sur, Elpidio Quirino was a self-made man of firm determination and burning ambition. While studying in Vigan High School, the young Elpidio taught in Barrio Caparia-an of the adjacent town of Caoayan. He earned enough to finance his transfer to Manila High School, after which he continued to work while studying Law at the University of the Philippines. He was one of the topnotchers of the Bar Examinations of 1915. He began his career as law clerk of the Philippine Commission, before he caught the eye of rising politician Manuel L. Quezon, who became his mentor in life and politics. He served in various capacities: as congressman, senator, cabinet secretary before being elected as Vice President to President Manuel A. Roxas in 1946. When Roxas died of a heart attack in 1948, Quirino took over, andwas elected to his own term the following year. Faced with the difficulties of a war-torn and newly independent republic, Quirino laid the foundations of our nation, and the rebuilding from the ashes of war.

"Childrens Month"
The 2025 National Children’s Month theme serves as a strong reminder that protecting children is not only a responsibility but a moral obligation of every member of society. By emphasizing the call to end OSAEC (Online Sexual Abuse and Exploitation of Children) and CSAEM (Child Sexual Abuse and Exploitation Materials), the theme recognizes the growing danger that children face in the digital age. As technology becomes more accessible, children become more vulnerable, making it crucial for communities, families, and institutions to act decisively.
This theme highlights that safeguarding children goes beyond rescuing victims; it also requires prevention, education, and empowerment. Children must be given safe environments—both online and offline—where their rights are respected and their voices are heard. Additionally, adults must take an active role in monitoring online spaces, promoting digital literacy, and reporting abuses.
It is a powerful call to action to address the critical issues of Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse and Exploitation Materials (CSAEM), while simultaneously advocating for the protection and rights of all children. This theme emphasizes the need for a united effort from individuals, families, communities, and government institutions to actively combat these harmful practices and ensure a safe and nurturing environment for every child.
Ultimately, the celebration reminds us that every child deserves protection, dignity, and a future free from harm. Ending OSAEC and CSAEM is not just a campaign, it is a commitment to uphold justice and humanity. When we fight for the safety and rights of children, we strengthen the foundation of a safer and more compassionate society.

"Appreciation to the Teacher's Patience and Dedication."
This month of October is considered as the "Teacher's Month" or commonly known as "Teacher's Day". This is celebrated to thank the hardworking and patient teacher for their dedication and strength to teacher students like us. Teachers serve as second parents. They protect the growth of every learner. They build a safe place where respect grows. They carry patience when mistakes happen. They show kindness during confusion. They provide strength during weakness. Their presence offers comfort during fear. Teachers represent guidance, dedication, inspiration. Inside classrooms they teach knowledge. Outside classrooms they shape lives. Each word they speak becomes a spark for learning. Each action they show becomes a model for living. A teacher’s influence never ends with graduation. A teacher’s influence continues in every choice of a student. Teacher’s Month gives recognition to this truth. Real life presents hardship. Real life presents failure. Real life presents doubt.During these moments, teachers stand as steady support. A teacher shares wisdom that brings clarity. A teacher shares encouragement that builds courage.
"National Science Month Celebration."
Science means the systematic study of the structure and behavior of the physical and natural world through observation, experimentation, and the testing of theories against the evidence obtained. The purpose of science is to understand how the world works by building knowledge through observation, experimentation, and analysis. It seeks to explain phenomena, make predictions about future events, and develop technologies and solutions to improve lives and address societal challenges. Science is driven by curiosity but also serves practical ends, such as developing new medicines, creating sustainable technologies, and informing policy decisions.
